Good morning,Two people are facing charges in New Castle after police say a child and several dogs were found living in unsanitary conditions inside a home. Authorities say 44-year-old Shanna Lynn Portman and 38-year-old Larry Robert Kley are charged with endangering the welfare of a child and animal cruelty, after investigators reported rotting food, feces, and bugs inside the house. Police in Lawrence County are also continuing to investigate after a suspect led officers on a chase that ended in water.
